Smart Cities are rapidly evolving from futuristic aspiration to emerging reality. This has not gone unnoticed by local municipalities. Beginning with the City of Vancouver’s four-year digital strategy in 2012, and more recently with the City of Vancouver and City of Surrey’s recent win as a finalist for the top prize ($50 million category) of the Government of Canada’s Smart Cities Challenge, cities are pivoting towards digital transformation.

As governments and local councils across the world embark on ambitious plans to transform their cities into Smart connected ecosystems, the building blocks required for this transformation are also being developed alongside. There are already a whole host of new technologies with the promise to transform the industry including BIM, various Information and Communication Technologies as well as Construction Technologies.

The success of a Smart City hinges on the combination of Smart policy, Smart infrastructure and Smart technologies. The industry will need to adopt an organic whole-building, whole-city approach to development in order to deliver the conceptual, functional and technological requirements of the Smart City paradigm.

Extensive coordination and collaboration will be key to creating the connected ecosystem of entities and services working towards a smarter future.

BIOS

JESSIE ADCOCK 
Jessie Adcock is currently the City of Vancouver’s Chief Technology Officer, having stepped into the role after a successful 3 years as the City’s first Chief Digital Officer.  As one of the first public sector CDO’s in Canada, Jessie led the execution of a multi-year digital strategy focused on the growth of direct channels; enhancing citizen services and engagement; improving the City’s data and technology infrastructure; enabling a digital more digital workforce; and helping create opportunity for the innovation economy.  She is now leading the City’s wider technology transformation as it navigates the era of Smart City technologies driven by IoT, Mobility, Data and Cloud. Prior to transitioning into public sector in 2013, she held global roles on IT, marketing and digital teams, working in the FI and Telecom sectors, developing and implementing digital strategies, leading innovation and application development, and managing direct customer channels for consumer and business markets.

BRETT EMMERTON 
A twenty-year public sector veteran with experience working in more than 30 countries around the globe; Brett drives Microsoft Digital Transformation initiatives in government across Western Canada. In his role as Industry Solutions Executive he brings a deep range of hands on experience as a top-level Technology Executive serving K20 education, academic/government research, and local, regional, and national governments. He regularly engages at multiple levels of municipal, provincial and federal government working with business leadership to define and drive transformative projects.
 
Based in Victoria, BC. Brett is responsible for key government accounts inclusive of Manitoba, Saskatchewan, Alberta, and British Columbia. He is passionate about engaged and efficient government for all citizens and works with customers across Western Canada to achieve their goals using Microsoft’s technology and incredible partner community.
 
Prior to joining Microsoft, he was most recently Chief Technology Officer APAC at Pearson PLC based in Melbourne, Australia where he spent 4 years driving large scale K12, Academic, and Clinical Assessment initiatives across 13 countries in ASEAN, Australia, and NZ. Previously he has held roles leading the Global Education and Research Platform Solutions team at Dell, as well as building and scaling the global SaaS and Technology teams at D2L Inc. (a Kitchener, ON. Based Education platform company)

JEFFREY HANSEN-CARLSON
Jeffrey is a Director of Business Development at EllisDon. After completing his MBA at Edinburgh in Scotland he joined the construction industry in Vancouver to build on his passion for cities. His career took him to Alberta where he founded NAIOP Edmonton, became a TOD thought-leader, as well as a sought after speaker. Recently Jeffrey won Edmonton's Top 40 Under 40 for his contributions to innovative city building. Jeffrey is married to Alison, who is a commercial real estate broker at Avison Young. Together they have a daughter, Piper Joy. Jeffrey dedicates a lot of his time and resources to international development work and regularly travels to water project sites in very remote parts of the world. In 2019 he will travel to Ethiopia, South Sudan, and Cambodia.

SEAN SIMPSON
A member of the City of Surrey’s Senior Management Team, Sean Simpson is the Director, Information Technology, and is responsible for driving the City’s transformation to a customer-focused service delivery model. Sean is the Smart City Lead on the Federal Government’s National Smart Cities Challenge, and co-lead the development of Surrey’s Smart Surrey Strategy, which contributed to Surrey being named “Top 7 Intelligent Community of the Year” in 2015 and 2016 by New York-based think tank the ‘Intelligent Community Forum’. Prior to his current role, Sean was Surrey’s GIS Manager and established the City’s Open Data Program, MySurrey Portal, GIS, asset management and 311 service programs.

DAVID THOM
As the President of IBI Group and member of the Board of Directors, David Thom is responsible for providing executive leadership to the company with a particular focus on managing and leading the firm’s multidisciplinary teams of professionals. He specializes in the planning and design of complex projects that integrate urban design, architecture, transportation and technology. He has had senior responsibility for many major urban development projects across Canada, the USA and internationally including public/private partnerships and private finance initiatives.

David plays a key role in the implementation of the firm’s new Strategic Plan, which is focused on infusing technology into IBI Group’s traditional practice areas and building on its diverse Smart Cities portfolio. Leveraging the firm’s existing Intelligence practice, David is helping clients understand the advantages of smart buildings and infrastructure through emerging technologies like parametric design and virtual reality. David is spearheading growth into new markets, including Canada, the USA and the UK.

 JON STOVELL 
Jon has been in the real estate investment and development industry for over 25 years. He works in all areas including acquisitions, finance, civic approvals, construction and marketing. For the past 20 years, he has served as General Manager and now President for Reliance Properties, a privately owned Vancouver company that has been active in the development, ownership and management of commercial and residential real estate for over 50 years. 
 
At Reliance, Jon has developed a broad base of expertise in portfolio management with an emphasis on urban renewal through restoration and renovation of heritage buildings, together with new strata and rental residential and specialty office and retail projects. The firm has earned several awards for its contribution to the retention of heritage buildings, high rise excellence and affordable housing in the Gastown and Downtown Eastside Areas. 
 
Recent or current projects include the 564 Beatty office and the one-million-square-foot 54-storey Burrard Place with Jim Pattison Developments. In 2013, Reliance was awarded the most innovative company in BC award by BC Business Magazine for its Burns Block Micro-Lofts.  In 2014, Jon was named one of Vancouver Magazine's "Power 50" people. Jon also serves as the Chair for UDI.
