We are pleased to announce the addition of another City of Vancouver Housing Reset luncheon speaker, Kathleen Llewellyn-Thomas, General Manager of Community Services. Although the UDI event is now sold out and waitlisted, we will provide our members who were unable to attend, a video of all speakers’ presentations that will be posted shortly after the event concludes.

BIOS
GIL KELLEY
Gil Kelley, FAICP, is an internationally recognized urban strategist and visionary, having served as Chief Planner for several West Coast cities and as an independent advisor to cities and governments across the globe. He currently serves as the General Manager of Planning, Urban Design and Sustainability for the City of Vancouver, British Columbia. In the past, he has served as the Director of Citywide Planning for the City of San Francisco, the Director of Planning for the City of Portland, OR and Director of Planning and Development for the City of Berkeley, CA. He has also maintained an independent planning consultancy and continues to advise cities and governments on a range of urban development strategies, including economic development, neighborhood and downtown revitalization, waterfront development, urban design and sustainability. Mr. Kelley has continuously promoted civic engagement and innovative thinking in his public and private work. He served as Practitioner-in-Residence at the School of Urban Studies and Planning at Portland State University and has taught planning and negotiation master classes at the University of Amsterdam (NL). He is a member of the College of Fellows of the American Institute of Certified Planners. Mr. Kelley did his graduate studies at the Massachusetts Institute of Technology and was awarded the Loeb Fellowship at Harvard University's Graduate School of Design. He makes his home in Vancouver.
KAYE KRISHNA
Kaye Krishna's portfolio enables quality, safe buildings and businesses to thrive across Vancouver. She is leading the City's efforts to transform development and licensing and steering key policy issues, including short term rentals, taxis, liquor, and marijuana dispensaries. Kaye is a former chief of staff and deputy commissioner with New York City's Department of Housing Preservation and Development, where she led key initiatives such as rewriting the Mayor's 10-year housing plan and launching proactive preservation and enforcement. She also worked as an economic development and management consultant for over a decade.
KATHLEEN LLEWELLYN-THOMAS
Kathleen oversees departments focused on the City's physical, social, and cultural development, most notably, Housing Policy and Projects and their ongoing evolution of the City’s Housing and Homelessness Strategy. She brings a wealth of experience to her position from her 35-year history in land use planning, engineering design and construction, social and affordable housing, infrastructure asset management, transit, culture, and social policy. Kathleen is a licensed professional engineer, who prior to her role at the City held positions that included strategic policy advisor and acting city engineer to the City of Halifax, chief operating officer for the Toronto Community Housing Corporation, and commissioner of transportation and community planning for York Region. Kathleen is currently vice-chair of the Canadian Urban Institute and former vice-chair of the Board of the House of Compassion, a housing non-profit which provides supportive housing to residents living with severe and persistent mental illness.
BRIAN MCCAULEY
Brian has been in the real estate development business for over twenty-five years. Since joining Concert in 1994, Brian has been involved with hands-on development management activities of Concert’s growing residential and income producing property portfolio across Canada. In 2002, Brian guided Concert’s expansion in Ontario leading the development of assured rental housing in Toronto. Marking Concert’s 20th Anniversary, Brian was named President on June 1, 2009. Brian holds a Bachelor’s Degree in Environmental Studies from the University of Manitoba and a Master of Architecture from the University of Oregon specializing in Housing, Urban Redevelopment and Development Economics. He is Past Chair and current board member of the Urban Development Institute (UDI) Pacific Region, and is past Director of the Building Industry and Land Development Association of Toronto (BILD). He is currently a board member for Junior Achievement BC. Brian is often called upon to speak on real estate issues at conferences across Canada.
